Level I Training
Study and complete FEMA courses:; IS-100 and IS-700. Once completed, logon to E-Services on the National Website. Then click “My Operations Qualifications”, “National Reports”, “Emergency Services” and then “Single-Person Achievement”. Enter your CAPID and the date of your ICS course into the system. You will receive an email with a link to your certificate of completion. Email the PDF file to Cpt. Andy Wiggs at Wing HQ for validation.
- Take CAP Test 116
Study CAPR 60-1 and especially Chapter 8 CAPR 60-3. Print your certificate

- Fill out CAPForm 100 (Word Document) and submit to Emergency Services Officer electronically (e-mail).
Attach a copy of the IS-100 and IS-700 course certificates. Other records are validated online.
- Complete the Aircraft Ground Handling Video and Quiz
- Login to eServices, click on “CAP Multimedia” the click on “Video Courses” use the “Video Options” dropdown to select the video.
Once all items have been completed, They must be submitted to the unit Emergency Services Officer.
GES is issued in the Web Mission Information Reporting System (WMIRS) and shows up on CAP Form 101. (You are now authorized to participate in actual or training missions as GES.) CAPR 60-3, para 2-2.e
Print CAP form 101 from Paperless Wing (e-mail notification will be sent)
YOU MUST CARRY YOUR CAP FORM 101 TO PARTICIPATE IN EMERGENCY SERVICES ACTIVITIES!
